To add an independent railing, go o the Rail icon in the Architecture ribbon. Once you enter the Sketcher mode, sketch the outline you intend to be the path of the railing. Click apply to save changes.

Click on the railing, and go to the left panel. Go to the railing menu and click on the Edit Path option. Once in the Sketcher mode, sketch out the required path and click Apply to save changes.
